This is a brand new in the box Parker Insignia ballpoint pen and pencil set.  It includes the original outer box (in very good condition), Parker manual and even blank registration card.

The color was one of three intricate lacquered designs, not unlike the thrift time pens of the 1930’s, produced from 1998 to 2001. Very attractive and and very collectible. (Source)
